The sad news is that since it is against the TOS to trade BTC using PP, they are unlikely to help you in any way.

I send him 35$ via paypal he confirm and ask me to wait 10 minutes for btc. After that he never reply me more. I open paypal dispute against him. Will close this dispute if he send me my btc.
For current moment he is scammer.
