I think this guy may have scammed me. Talked back and forth and when I sent him the payment, I haven't heard anything from him. All conversation stopped. If he comes though, I will update.

Sorry to hear. You should be a bit more careful next time. Use a middleman or such. Feel free to post a neg rep on him and file a scam report in the correct section if you don't hear back from him.
