As you are a newbie people will not trust to trade their btc for your paypal because paypal has a dispute option where you can reverse a payment.
Afaik, it is also not safe to buy and sell bitcoin using paypal because some users I've seen had some complication where paypal asked proofs of what is sold and they can't give anything because it is bitcoin.

I personally have no idea about that as I have never use paypal in my life time, I even have no account of paypal, but to me I think paypal has a limited service as its services is not available everywhere, as in my country paypal is almost banned therefore I am not using it.

Very risky indeed and scammers are everywhere prying with your bitcoin waiting an opportunity to snatch them. Have you tried using exchanges? There cryptocurrency trading sites, i think it is safer there.

It is risky to trade bitcoin with PayPal because of the chargeback policy. You cannot do it with online users. You should only do it with people you completely trust. It is better to find other ways of doing it.

I have purchased bitcoin many times using PayPal however there are many downsides to using PayPal. One of the main problems is trust, you can either wait 6 months before the PayPal fund cannot be reversed or you can release the bitcoins early and risk a chargeback. I first started trading PayPal for bitcoins on Paxful and ended up paying twice the price per bitcoin (at the time this was when one bitcoin was around $250). It was only after many successful trades that i started to get better rates much closer to $1 per $1 of bitcoin. I would recommend you start off trading small amounts and people with good feedback of PayPal trades. Make sure you charge extra to cover the risk of a chargeback.

This is called paypal chargebacks, buyer can just claim that he haven't received the product and most of the time paypal take buyer sides.

It can be traded but with your own risk, as being newbie you may not be able to buy any bitcoin using your paypal fund but you may be able to sell your bitcoin to some trusted guy in currency exchange board of this forum.

Actually you could able to trade bitcoin with paypal and theres no restriction on doing it but the big problem here about these kind of transactions is the cashback feature of paypal on which theres a high chance that you are being scammed by that user , you already mentioned that. Better not to trade bitcoins with paypal because scammers are everywhere.
