Its your fault that you went first and didnt use escrow.He is newbie and banning wont hurt him.I suggest you wait for another 24 hours as he might be in different time zone

Please, don't send BTC for PayPal first. Edit: Even escrow won't guarantee that someone won't reverse the PayPal payment.

Wait for any trusted exchanger and don't be greedy for rates.
