You need to go to the upload option of Netellr and then enter your Skrill email ID/password to upload the funds. It takes a second to complete the transaction and fees is about 1.99%.

Thanks a lot for the info, But my skrill doesn't offer that option, from what I know you need a US skrill to be able to transfer funds from skrill to neteller directly.
You're doing it wrong 
Login to your Neteller account & click Money In and there you'll see option Skrill which costs 1.9% fee and use that to upload

I have quite a lot of skrill funds and I need BTC or Neteller, I have had these funds in my account since January
