My public wallet has, the frozen wallet hasn't so I think it's a service I use selling active addresses to these people....

Question is which one....I've used almost everything lol (most recently being Dell)

They are getting addresses from recent transactions on the blockchain, any node has that data.
I think they are actually getting the addresses from posts on this forum. There is another thread where someone posts 1,600 BTC addresses and all but one of them received a TX from laxo trade within 30 minutes.

Why are these transactions even getting approved via the miners though?  Shouldn't they be considered dust, and ignored?

I don't really care, except it's extra inputs included in any tx I send, hence possibly increasing the tx fee.

Just ignore them and problem is solved.

Except that's the problem, you can't really ignore them when you get notifications about them, and not to mention some of them confirm and which will then make you have to pay a bigger transaction fee, so it is a problem.

Lately I also got a few 1 satoshi transactions, one of those confirmed, wasn't suppose these type of transactions not to confirm?

they are pretty annoying especially when the tx never confirms and it get stuck on wallet forever saying unspendable amount in wallet

Missing option: Ignore them.

I don't just mean put up with the spam but develop (or support the development of) wallet functionality which ignores dust by default.

I don't think anything you do will help. If they want to send bitcoin to everybody, even in small amounts, then so be it.

You will be wasting your time to try and 'blacklist' them and its not worth the effort. Also, to try and give them a bad rep here will just give them more exposure so in a way they will succeed as they are getting their name out there. Its of little use to try and tell people not to go to their sites and or not to get involved with these sites as some will still do no matter how many warnings you post.

Personally, I don't care, if the payments confirm it means I have a little more dust, if not then so be it.

I just got some from stupid L*xo Trade & B*tSm*rt  Angry

If i send bitcoin to someone, there will too many output & i need to increase the fee  Sad
