It seems he's already blocked TOR exit nodes, which is good for him.  As for the provably fair system, generating a list of say 20 random numbers (1-49) separated by a dash, the last 6 of which are the winning numbers, would be a simple one.  He keeps that list secret and displays the sha256 hash of it on the site between the last and next draw.  Then he releases the secret list after the draw so anyone can verify it's fair.

He could take say 1% off the top of the winning jackpot as his profit for running the site.

I did register in these site and I think it is a great game and site. Though the problem is, the winning numbers.

You can save IP of users in your database  attached to their username and you can check does the IP is already used by any of the users or not by a simple query to database during new account registration. Also you need to add email verification system during registration, people can create account with some random email address which they don't have control of.
