About 250 - 275 Watts, depending on your overclocking is probably a good range for estimates.

I know you can use a 1x-to-16x riser (I am using several), but I don't think 1x riser will work.

250W stock, up to ≃315W with OC.

You can use the 1x connectors as long as you cut off the back end of the connector, it's just plastic anyway.

You could technically saw off the back end of the connector on the card itself as well but lets not do that shall we! I actually saw a guide once of someone who turned his 8800GT into a PCIe 1x card that way with a dremel to use in a itx motherboard that lacked a 16x slot.

Unfortunately, I don't think so.  If you look at this example 1x to 1x connector:

the connector that goes into the motherboard slot will be fine, but on the card side it's not going to fit.  There is one break/space in the pins (for lack of a better word) on the card, but that connector would need that space and then an additional space where the connector ends

One this 2nd pic, on the connector that goes on the card, you can see one break in the pins, but not a 2nd.  Hopefully this makes sense.
