Better contact people in private than requiring then to fill-up a form that they even don't know what project would be promoted/managed. Since this is an anonymous forum, never expect legitimate answer especially you as the hiring party didn't even mind to disclose your own information. It isn't really wrong to require personal info, it isn't just that encouraged especially with the anonymity of the most projects. In the end, people providing you their personal info can be used as your tool once you scammed people and point everything to those who submitted personal info right?

It seems like you are gathering the personal information of the users here, since for me its not good to fill a form where we are not sure if we can get the job.
