i dont have PayPal debit card 
, and how ACH withdrawals is reversible the money will be sent wire transfer and any one can cash it out and PayPal cant reverse it .
@notthepuma i cant send the money direct to your PayPal i can withdraw it with bank transfer.

ACH withdrawals (what PayPal does) are extremely reversible.
If you had a PayPal debit card, you could mail it and the PIN to someone in the U.S. who paid you BTC (or escrowed to make sure they got a usable card), who could use it to withdraw the balance, or pay for stuff, if it's not an even enough amount for ATMs to spit out.
