So basically a mobile wallet. Tons of those already exist.
I'm pretty sure he isn't talking about bitcoin, but rather his own service. Look at how PayPal does things, OP. Pretty sure that is what your trying to build. If you want to use a blockchain, create an altcoin and premine 100% of the coins, make it POS and release a mobile wallet, allowing people to send money to you and get your coin, and vice versa.

I am currently working on a mobile project.
I would like to add a payment service, which consist of exchange physical cash into electronic money.
The customer gives his money and in return, they give him the equivalent in electronic money on his phone.
he will therefore spend its electronic money until the wallet is empty, and it will recharge again
Someone would have an idea how I could do this?
