ok well wich exchanges will let me set a price to automaticly buy or sell?

I think that for automatic buy/sell you will have to accept their price, not set yours. Or at least accept the current buyers/sellers price on that exchange.
If you want to do more automatic I'm afraid that you may need 3rd party software (bots), which come with new risks (security).

you won't find any realiable exchange that allow a visa card to be used, mainly because of the fee that it would cost to them!

Since there's a chance that people would try to buy Bitcoin with money from stolen cards, most exchanges avoid to implement it and the very few ones that have it will have high fees.
All in all, I think it's not worth the hassle trying to find such an exchange.

payout to either visa card or paypal is the route i want to go i looked at coinabse not sure it has a visa card for payouts?
is there a list somewhere as to where to go to exchange change your either for top rated places ?

doesn't matter what exchange you goto, if you want to exchange btc to cash the fees are not cheap, which is why I have that shift visa card, avoid all the transfer fee's yet I can still goto any atm and pull cash out for no fee except that of the ATM and shift

I saw that feature on cex.io, but didn't sign up because it requires social security number for US residents to transfer $ to V or MC.
