This list is already outdated since there's FTX included on the list while it's already bankrupt.
I advice to not choose the exchange because of the fees only, it's useless if you pick an exchange that offer small or free trading fee but the exchange has many accusations or scam. You need to take consideration about the reputation, trading pairs, listed coins, minimum withdrawal, withdrawal fee etc.
Based on the list, it seems Bybit is the best option if you can take a risk, if you can't take a risk you can choose Binance.
He just can remove it and ignore if it's just all about FTX. I've just given the list for him to have an idea how much fees the other has.
I agree to you that just because of the fees, it shouldn't just be his standard for choosing but the satisfaction of most users that it has got.

There's the taker and maker's fee so you can decide which of them is charging less. But regardless of the fee, I'm sure that many of us here will suggest to you Binance and other top exchanges.
I think the OP wanted some advice for instant exchanges that funding would go straight to personal wallet, trading exchanges like Binance will charge withdrawal fees as well which is generally 3 to 10 times more than what the network itself charges.
