With so many projects popping up, how do you decide what program to join?
What you do mean with join? There are different sorts of joining up either as an investor or a marketing/bounty participation.

If you do mean up as an investor then decision would most vary or depend on your research. Knowing projects feature, team or developer behind it, partnerships and all other related factors should really check of.
If you do mean as a bounty participant then always go follow into those projects handled by famous managers same as the guy above me mentioned about that matter, most likely project being handled by them do really succeed.

To join in? if participating to their their campaigns, I'm only choosing the best with the most reliable campaign manager.

If participating on their ICO, I'm depending on who are the individuals that are working for that project. There are deceiving ICOs that are grabbing names and pictures on internet and use it as their decoy and display to make their ICO safe, if you found one stay away from those.

The number one factor is the team that a project has, without a solid team that is open and communicates within and externally to investors/users I wouldn't look to join. Don't join projects solely on one fact either take into consideration team/advisors/whitepaper(idea)/roadmap   all these should help to solidify if an idea/platform is worth joining.

you join a project you like,

there are huge problems for general project developers like me,

that many are completely unsecure about countless project and are then part with 6 or more projects who all sound nice,

but the project developers have then teams that are completely useless or passive.

or another worse situation,

projects run by salary slaves.
