now im use windows 10, i think 1 of my R9 390 is fail, that's very sad to me,
im trying to run 1 by 1, running smothly except myfirst card  r9 390 Sad

try the 390 by itself. remove the other two cards..  Make sure its not bad.  Then if ok use ddu and remove all drivers in safe mode.  try loading the 480 into the first slot  hook monitor to that card and load the drivers.   then load the other two after you have installed the driver for the rx480

now R9 390 can running smothly with 30mhs (ethash + 600mhs siacoin) at windows 7 , and rx 480 running smpthly at windows 10
i think the main problem i can't use rx 480 and r9 390 at 1 rig

uninstall all drivers and card. do it safe mode as well. Let it reboot. Reinstall drivers and see what happens.

i'm not sure but you should use crimson 16.7.3

im buying new saphire Rx 480, lastday im using 2x R9 390 without any issue but after i installed new Rx 480 my driver stoped Sad
i have trying to remove all driver at safe mode with DD driver uninstaller then after restart i installed the driver again, but im still get this problem
im use windows 7 pro and new amd driver 16.6.8.2

anyway the device is listed at claymore
