I think you have not study the forum deeply. If you look all the things available in the front page you will find all the required data you are looking for. For example if you want to join bitcointalk, you are here with us in this page. I'm a new user (pacatosul) and this is my first forum.

If you want to get registered there is a tab to be register on that. If you want to search the profiles you should open the forum toolbar. There you will find all the required data.
