Also the transaction looks like a very large transaction in size and viabtc has limit of 500KB.

0.5 KB! 500kb is half a block.

I am seeing $ $721.46 and $2,979 respectively. Does this vary, every second the state of the mempool changes?

It's just an estimator and of course it does, imagine somebody is dumping half a block of tx with 300sat/vb, if you keep your acceleration fees at 100sat/vb you're losing money by including that!

Also that fee on mempool is quite tricky, you need to read the thing carefully:

Do miners even get a share of that highly charged USDT amount?

Nope, miners get screwed twice with accelerators
- they include free tx with lower fee, so lower income for miners
- they keep all the paid accelerators fees for themselves, while we get the initial fee for that tx that underpaid for that block space

Mempool space estimated the acceleration amount to be between: $690.06

You can also check the paid service of viabtc as the above member have mentioned it could be a little cheaper.

you can use ViaBTC service to accelerate. Additionally, you need to rebroadcast the transaction, otherwise it will be dropped.

I don’t think the viabtc service will be available for him since bots have taken over it, before he could broadcast any of the transaction it will be fill. Also the transaction looks like a very large transaction in size and viabtc has limit of 500KB.

Also he doesn’t need to rebroadcast the transaction because this fees are not looking like something that will come down now and as such a rebroadcast will mean with same transaction fee again. The best thing is for the transaction to be dropped so that he can broadcast another new transaction with a high transaction fee since he can’t do the rbf bumping method.

he fucked up with low fee of 47 sats per byte it is a huge tx with over 100 inputs.  he should wait a week and hope.

btw he moved 19 btc and paid 0.00717949 so lesson learned he needs to pay more to fix it.

Instead of looking for someone to pay to help you accelerate the transaction, why bump the fee yourself? That's if the wallet you use supports fee replacement (CPFP), you can just use one of the receiver wallet if you are part of it to increase the fee to a high level and see if the transaction will go through.

A little correction, child pay for parent (CPFP) method doesn’t replaces a transaction but rather you pay a higher fee that is able to cover for your transaction and also the unconfirmed parent transaction. RBF method is what replaces the transaction when the new transaction is confirmed the older one becomes invalid. As for OP sake I would say a CPFP would require a very large amount of transaction fee considering the number of inputs there, but if he is in a haste and the amounts to cover for those fees in his reciever address or wallet then he should go on but is not expensive though

I am afraid this suggestion will be no more useful unless ViaBTC changes their captcha system to stop the bots from abusing the free acceleration service. To know why, you can read this thread ViaBTC offers no more free TX acceleration?.

It's not happening all the time, so it's still worth a  try:
https://bitcointalksearch.org/topic/m.63395776
After I got two tx though it was 0:04 and still spots left.

But for the tx OP has Viabtc is out of the question.

Instead of looking for someone to pay to help you accelerate the transaction, why bump the fee yourself?

Because he is looking for someone that might do it cheaper than paying $690 on top of the $300 already paid?

You should try . Free and paid acceleration service   I don't know if they actually accelerate transactions or not, but there is no harm in trying, or you can also try using any of the paid services that your first replies have provided above.

That guy is just using Viabtc when possible or he claim that he accelerated a tx when that tx would have been confirmed anyhow.
He will do the same for your, taking all credit despite your tx being confirmed naturally because of the fee going down.

but you should try this:

https://www.viabtc.com/tools/txaccelerator

(The hourly limit is already reached, so keep an eye on the site, you should be able to send again 24 minutes from now).

Short note: Those 100 free spots are filled in split seconds every time for the past few days.

My advise is to just wait and see if the transaction will be confirmed. If the transaction did not confirm after days, you can rebroadcast it with high fee rate after the transaction has been dropped from mempool.

If you are in haste, you will need to do child-pay-for-parent if you can spend part of the coins with unconfirmed transaction or if the transaction has a change address because the transaction is not supporting replace-by-fee.

I can see why the fee of the transaction is really this high; with 153 inputs and 155 outputs, you can't get through using a free accelerator service, so your transaction is not also RBF enabled.

Or better still, you can use the https://mempool.space accelerator service, which is much cheaper compared to the viabtc accelerator. All you have to do is use your TX and check how much you need to pay for the fee. If it's too high, you can just use the replace fee option.

Edit:
Just checked your TX and saw that you can be able to increase the fee from your end.

Mempool space estimated the acceleration amount to be between: $690.06

You can also check the paid service of viabtc as the above member have mentioned it could be a little cheaper.

You didn't post the TXID so I couldn't tell if your transaction would go through or not, but you should try this:

https://www.viabtc.com/tools/txaccelerator

(The hourly limit is already reached, so keep an eye on the site, you should be able to send again 24 minutes from now).

They also offer a paid service, but not sure if it would be worth it or not (depends on the amount you're transacting).
