It is always better to use a marketting agency, as you can never do the marketing like those agencies. However, one should be careful while chosing the agency. Of course it's better to use ICO marketing agency.
It has many pluses - you don't need to spend your time to think over a marketing strategy, SMM and other important things.
There are lots of good ICO marketing agencies which can lead your project from the beginning till the end. One of them that I used INXY (inxy.io) - that's my advice.
