No. That is most definitely not fraud. Getting ur user's account stolen due to some hack and then ban that user even after he recovers the account you gotta be kidding me.
So what prevents someone from doing something bad, making up a story about them getting hacked and asking for a unban? Pretty much nothing (IP logs are inconclusive proof). I have no idea how you expect anyone to help you, when we don't even know what account you're talking about. One more time:How about posting the link to the account so that we can see what actually happened here?

Have you maybe considered that this 'horrible service' does not want to unban you? Just because there is an address for appeals that does not mean that you will get unbanned. Keep in mind that lost accounts are 'very low' priority for the forum as they are usually the users fault, and there are much more important things to be handled.I got my account back but it posted some links and got me banned,...

My account had been hacked due to some hacking from bitcointalk user n pass list around 8 month ago...
