The only successful ICO I can imagine with a low budget is one that has a real, ingenious idea behind it. You can't create a shitcoin and expect everyone to throw money at you.
That is how it should be. But it was exactly opposite. People did throw money on any new renamed copied Bitcoin without any real added value.
It was insane and it lasted quite long. Now people get more aware of it? But still there are some that try to create new ICO Smiley and some people didnt learn about how you dont need to do much while creating one.

On the technical side, you can create the token with a $2 ETH smart contract. The problem comes when you want to make the world know about your ICO. Some Marketing campaigns spend more than $50k just to spread the word. And the developer's team has a cost too...

So, if you have less than $10 and want to start your ICO, you can, but you will have to cover the marketing and dev areas alone.

Sad to say most projects with no budget often fails, projects that started from scratch are not attractive to investors now maybe in the year 2017 but we are 2020 now. Why not approach some private firms to fund or invest in those particular projects? That is what most projects are doing now they are partnering with private firms. Try your best to convince them if your project is amazing and has potential you should find another way. I guess IEO costs a lot too but it is worth it if you are launching it on a top and trusted exchange.

May anyone tell my why it's not right? Because I think it's not possible to make an ICO with low budget because all website wanna bitcoin for listing or smth like that. Does anyone have any idea how to perform website and ICO without huge budget?
Its possible actually. You dont even need an ICO if the project has a good concept. There are investors who are interested on backing up unique and outside the box idea, however the misconception of ICO always lead to fear that its just one of another premium scam ICO.

There are good projects that dont need ICO, well it sucks that blockchain related project need funds but thats how it works. Not really huge budget is needed for making a good exposure on social media cause its free to create one right?

Better focus on showing their progress on github, there are few developers that can see it through and hook it on a huge fish investors but that is a rare find. But insisting on ICO without much progress or displaying any sign of accomplishment wouldnt not hit the ground running.

If the project you are putting forwarded is valuable then the ICO amount or other value does not matter. The project, team and you sincere efforts matters most in long run. The crowd that you attract in ICO is a crowd that can for free coins that is not the real users the traders and other investor are the real users at the end. Thus, ICO has too less impact if you want to sustain for a longer period.

If the coin has a very good idea behind it, you'll have lots of supporters working on it for you, some even for free. But.. a little reminder: if you create a shitcoin and only plan to launch an ICO to run away with the money or pretend like nobody's spent money for your coin, you may even get into legal trouble which I personally think isn't worth it.

Hello everyone I had a conversation with CEO of NimbleGo ICO https://bitcointalksearch.org/topic/annnimblego-future-mobility-tron-based-token-5249199 and he told me that it's very hard to make an ICO with very low amount of money. May anyone tell my why it's not right? Because I think it's not possible to make an ICO with low budget because all website wanna bitcoin for listing or smth like that.
