See the picture? The higher the spikes go the more transactions are around but have no confirmation yet. If they drop a block has been found, sometimes the drop is big (plenty transactions have been in the block for a confirmation) and sometimes the drop is small (very few or no transactions have been in the block for a confirmation).
When it also takes longer than 10 minutes for a block to be found the transactions queue up. Think traffic jam, everyone wants into the block, but it can only take up to 2000 and some miners have little on ramps and only take a few 100. There are ongoing discussions about possible solutions (e.g. bigger blocks)
This is how it looks this morning (times are CET):
As you can see there are less transactions in queue and confirmations should come faster. Traffic jam dissolved.
