how do i start it with that -reindex?

Just modify your Dogecoin app shortcut or start it from the command line:

Code:
dogecoin-qt.exe -reindex

You can also view your transactions on doge blockchain:
http://dogechain.info/chain/Dogecoin

Just enter your address or TX id. I couldn't find 7f04336da3a38b7dcdc66a0d58c1116bbb9768e1472178dc7b76ebdd66ad4364 yet. What I suggest: leave the client open for 15-30 minutes after reindexing. If this transaction is visible in your wallet it should propagate to the blockchain soon. Try to get as many connections as you can - then it will happen faster (browse official dogecoin thread for addnodes).

Try to start the client with -reindex option.
You might also try to delete all files from the data folder (except for wallet.dat, you must keep your wallet.dat !!!) and restart the client - it will download the blockchain from the begininnig.
