I just noticed on the blockchain somebody who wasn't me sent some bitcoin out of my wallet but for some reason didn't take all of them, I am panicking what do I do
Take the remaining bitcoins out before they get stolen too?

im just curious why they have to steal 0.02 instead of the whole amount in your blockchain? if your computer is in trouble always reset it or use android for a temporary storage of your coins until you figure out wheather if there is a keylogger in your pc

I'm really confused now because I did mean to send the 0.02 bitcoin but for some reason it's part of the 0.84945 that left my account too, somehow they were sent at the same time, did i pay some weird miner fee?

The problem was I've been trying to send bitcoins while my client isn't synced up so I've been checking the blockchain to see if it was all good and I noticed that transaction an started shitting my pants, because it's not synced up I didn't think I'd see a change in the balance

Check your QT client balance though, when it's synced.
And it never hurts to move your balance to a new encrypted wallet if you have doubts.
I think you're right, the transaction in the new address is the same as one i sent to my wallet a while back minus the 0.02 I actually authorised to send.

bitcoin-qt uses a previous incoming transaction to spend on a new transaction. If you send less, you will receive change in a new address. If a hacker got access to your wallet, it would be empty.
Your QT client used this transaction:

to spend on your last transaction. The change (849 mBTC) got sent to a new address, owned by your own client.
This is why your QT client displays the correct balance, but the blockchain of your 'main' wallet address doesn't.

Also, realize that when you send bitcoins, it sends a large amount of your bitcoins out and sends "change" to another address.
It is common that people watch an address, send some bitcoins, then freak out that they just lost a bunch of bitcoins from their address.

Install a wallet software on another computer, keep it disconnected from internet. Generate a new address, send old coins to new 'offline' wallet address.

Download vanitygen.exe
Get a public address, write down the private address.
Send your BTC to the public address.
