I know, it is a long shot, but, doesn't hurt to try.  And also, is necessary to state that i'm against it.

Will the law force all ISP's to restrict data or simply allow this format of charging?
Allow it. But the thing is, all companies will implement it right away and the prices are already abusive as it is.

Good luck with the petition, maybe it will convince your government to do something. Chances are however that if the right palms are greased, like in any shallow capitalist economy, that the people who hold the power on this decision will vote with their wallet. You're actually lucky it's taken so long to happen, some of your telco's probably got bought by big American multinationals and this is their attempt to maximize profits (at the expense of users).

No to this. North America has had this cap on bandwidth for over 16 years. Why should anywhere else be any different? You say this is unjust? Then how just is it for everywhere else to impose these laws to their internet users?
I remember a telco charge $5000 to a client for bandwidth over usage. It is there to curb people from abusing their internet access.
REMEMBER: Internet access is not a god given right - It is a privilege.

Help ! This is huge and very serious for Brazilians.
Internet providers are scheming to steal more money from their users.
They want to put limit on the amount of bandwidth usage.
Most people don't have enough knowledge about computer and internet to realise how expensive internet will become.(especially in a country well known by it's corruption)

Please. Help by signing this petition against it.
