Have you verified the PSU is working properly?

Jump the turn on pins and test the leads with a multimeter to make sure it is outputting power properly.

I have tried all of that. Also i've tried two motherboards

I bought a used mining rig. It had a z97 anniversary board when I tried to boot it with no GPUs connected, but the PSU would make one click and nothing would happen, I tried it on a wooden block to take out any possible shorts but could not fix it. So I ordered a h81 btc mining motherboard thinking the z97 was the fault, however the same problem occurs , I have ensured everything is connected, help would be much appreciated.
check out main cables that are connected to motherboard they might be at fault and try connecting one ram and one gpu to it just in case also look at motherboard in decent light and see if anything is wrong with the board itself.
