Seems like you have only downloaded the "index.html" from Github... so you're missing the "images" folder with the "banner.png"... and the "alt" text is showing in a simply ridiculous font size.

The banner.png file is not being loaded.
Does the image directory exist?
Is your browser blocking resources from loading?

Looks like a lot of resources are not getting loaded (i.e the background img); Have you tried with a different browser?
What do you get when you remove the latest part of the url (index.html) and add images/diamonds.png ?
E.g:
.../Desktop/WalletGenerator.net-master/images/diamonds.png

My guess is that you only saved the index page with Ctrl + S. You need to download the whole source code from https://github.com/MichaelMure/WalletGenerator.net (found at the bottom of the page)

I downloaded the walletgenerator.net from github and attempted to use it, but the way my browser is formatting the page offline makes it so I can't click or access the BIP38 encoding option, due to the banner title of the page overlying the requisite text boxes:
