Your account has no bumping power, so you cannot perform neither Mini bumps nor Super bumps. You’ll need to have attractive enough content for others to either post in the thread, and perhaps perform an implicit Mini bump if they have enough bumping power, or perform a Super bump (which is not very likely).

    In both of the threads that I linked, there's a red bump button at the bottom right corner of the page and that means those sections have a different bump mechanism...

Your thread has to be updated like with replies or being bumped for it to be dragged up again on the first page. The forum is so busy that everyone is interacting here. If you don't see your ANN thread on the first page, you are not quick to visit the first page of the Announcement forum. How about your try this > update a reply to your thread and then quickly go here https://bitcointalk.org/index.php?board=159.0 to find out its on top.

When I post on an ANN thread or post a new thread it seems like it does not get put on the first page, rather the third. Is it based on a senority system where senior members posts are only allowed on the first two pages?

Thats not true mate. The post is based on the activity of your thread. If someone does commented on your topic post it goes to the top of the section with the exclusion of those that topic that are pinned. Those are special one, which is decided by the forum admin (maybe).  Even newbies can have an active thread and it's not based on the ranking which post will be on the first or second page.
