So my time lock is up. I sign and have the hex code of the transaction. I sign it yet can't broadcast it. It gives me a missing input error
Where did you generate the transaction? If the broadcast says missing inputs, its either the service doesn't have the unspent output in their UXTO set or the unspent output doesn't exist. Can you post the raw signed transaction?

Are you talking about a Coinbin generated Time Locked Address?

If so, make sure you go to Coinb.in and do the following:

1. Go to New -> Transaction[1].
2. Paste your redeem script and click Load.
3. Paste the address you want to send the coins to at "Address" and the amount (minus fees) at "Amount".
4. Click Submit and copy the result.

5. Go to Sign[2].
6. Paste the output from the New Transaction page and the private key from the address you choose when generating the Time-locked address.
7. Copy the signed output and broadcast[3] it.

I did this exactly proccess last week with an address I had and it worked without any issues.
