Only the token developers/ people behind the project has the authority to change the ICO date regardless of what type of token you are holding. And sometimes, the changing of ICO date could be a sign of administration negligence that could possibly turn into a scam.
Again the reason of change date varies from different circumstances or status of the project.

If you are the owner/developer of this and your concern is about your own project then there is no problem. You can set or change the date, the tokens issued is not the case here but the reason on whatever it is cause the change of date.

But I assume you are the developer then changing date would not be an issue @NimbleGo if you are gonna used the same contract that you have deployed.Can I ask if you have deployed the smart contract already? Or you just barely asking this just in anycase you would be on that kind of situation already?
Nah, it wouldn't possible change issued date after deployed any kind of token either its TRC or ERC. The only thing you could deploy another token with same description like decimal, name, total supply and so on. But it will led you a new token identification/smart contract. Most probably team could deploy a new token if there was something wrong or team could swap the chain to another like ERC to TRC. Do you have any specific case? If so then feel free to share with us so we could answer you properly what was happend exactly there.

You haven't described properly and it's hard to realize your post.Again I am replying what I have learned.
Actually ICO (Innitial Coin Offering) date provide by the project team and it can't be changed if the team don't take any action about it.Again TRC- 10 is a Blockchain of Tron.Hooe you got your answer.
