24h change means the % increase or decrease of the current price from the yesterdays price. For example at the first day (lets say at 10 a.m.) BTC worth 10k USD and on the same time of the next day it is 11k then the 24h change was +10%. The price movement doesn't matter. During that time BTC could raise up to 15k and then crowl back to 11k so the 24h change will still remain at 10%.

so it’s hourly? In my example, at 3:30p, the percent would read -50%?
Yes it is, but not sure about your example. It just represents the price movement no more than 24 hours. If you are seeing the 24 hours chart and then you will see the price movement from the first hour until next 24 hours. All of the movements have been written in the 24 hours change. But this's not mean if the movement will stop. It still runs.

Im pretty sure it calculates the difference between the price right now and the price exactly 24 hours ago

I’m having trouble figuring out the %change in 24 hours that exchanges show. If a coin is $5 all day except at 3p jumps to $10 and drops back down to $5 at 4p and stays there, the following day at 9a will it show zero percent change (since it’s at $5 and yesterday it was $5 at the time)? What about at 3:30p? Will it show a -50% since at that time yesterday it was at $10? Or is it a rolling average minute by minute?
On where you do check these kind of price updates? In app or you are basing on cryptomarketcap? I cant say such thing towards snice i dont know on what you do use on seeing these percentages.Usually regarding on my experience time to time changes would really vary on last 24 hours but yet there are other platforms which would give you all time frames either daily-week-month or even on hourly updates on prices.
