You make it sound like you want a website, but the mention of "activity posts", along with your name/signature makes me believe you are looking to launch an ICO thread here on Bitcointalk and wonder if you can make it yourself as a "new member" (?).

You should try to be a lot more concise and detailed in your query, perhaps even also in the Subject of the thread...

If you are in fact launching an ICO, then you will need a higher forum rank to "unlock" some features, like putting images in your post.

It should be fairly easy to hire someone to post it for you, perhaps also manage it.

Maybe you need to explain more details, do you need someone that can design your website?
If you mean this , i think that doesnt matter your rank, but i think that you need to use an escrow before someone start working for you
