If he does, you will not know who he was and the police can't find him. Plus he doesn't have a reputation to loose so he might be honest but I would be worried to deal with him with more than 200$ without meeting in a public place and without coming with at least a friend.

+4% is a good price but you can find new york traders on localbitcoins that made more than 1000 successul trades. Do you have a localbitcoins account? It is very scary to trade with an anonymous, unknown online and that has only posted twice here.

No, but I think meeting someone who just joined the form in nyc with over 1k cash to buy some coins isnt the smartest idea.
