Actually, even in my previous industry, was frustratingly difficult to find a transparent wage level and I haven't seen any different in computer engineering. That said, the levels of competency in this really new, really saturated blockchain sphere seem to be much lower than I'd been given to expect. Outside of Bitcoin, only a handful are available and mostly spoken for. I suspect this is why you've got people coming here trying to headhunt CTOs on the forum.
Japan it seems is even hiring people without degrees, just sending them for open courses. I've seen now several projects with CTOs having next to no qualifications with very few projects under their belt. This is what's called opportunity, though, isn't it?

Don't get me wrong I don't have anything against headhunting here - it's great idea, but they should put wage and most important skill in big bold letters. If I was looking for CTO I would do it like this:

WE CAN AFFORD TO PAY YOU UP TO 200 000$ PER YEAR
That would have catched my eye.
