Hello, I really think you're limiting your chances of getting good writers. Writing is a function of education as well as skills, talent and experience. I know technical people that have won awards in literature and poetry.
Good writers don't come easy and don't come cheap. Neither do most have time to waste. Some setups such as yours would take weeks to approve articles and no one has time for that. I suggest you make your setup seamless to attract good writers. The less unnecessary demand, the easier you get them.
Anyway, I'm a crypto writer among other things as a professional. You may consider hiring me to write for you.

In addition to being an excellent writer, the ideal candidate should possess a sound understanding of cryptocurrency, blockchains and the underlying mechanism, finance and technology that facilitate the system.
Assignments might involve:
