thank you all for interest, I worked my plan more into detail, now I can make clear picture of my needs. Site can have easy GUI, so I don't look for real designer, more like programmer.

website requirements: automatic blockchain payment recognition, secure session and work with database, reading api, auto blockchain payout.

I had always wanted to be webmaster, but lack of skills block my dreams. Now I have some bitcoins and idea, so wondering how much would cost me to rent or collaborate with a developer.
EDIT: Site can have easy GUI for start so I don't look for real designer, more like programmer or a TEAM (bring a friend in).
