First and foremost, I am looking for a very basic website. It's a side project for fun, so this won't be an insanely high paying job. Wanted to just mention that from the start as to not waste anybodies time thinking this is a major project.

I'll try and describe this as best as I can, I am looking for a website that just has 1 main page, which is an 'interactive' USA map. Not sure the best way to do this, but what I am basically looking for functionality wise is a map with drop pins on specific locations showcasing a friend of mines tagging art. For example, next Friday he is doing a graffiti project on the entire wall of a business who is paying him for a custom design. Upon completion of that I'd like to have a 'Google map' with a pin at this business. Highlighting or clicking the pin will reveal a description as well as images of the work he did. For now, I am just looking to showcase the work of this one individual, so a local map spanning an area of maybe 30 miles would easily have all the locations pinned (so a world or USA map may not be needed for the start). However, eventually I'd like to showcase anybody who wants to submit their art, so I'd like a world map that can accommodate people joining with ease.

Each project he does will have a QR code embedded into the art itself. I'd like to incorporate this somehow, maybe just a quick scan to have a direct link to the website to check all his project locations and visuals.

I would also hope this would be pretty easy to update myself as new projects are completed. At first I'd say no more then 15 - 20 past project 'map pins' would be labeled from the start, with maybe 5 more added per year (which could change if more people join up)

Still trying to figure out the most cost efficient way to do this (be it a website or phone app). As mentioned at the beginning, this is just a fun project on the side I wish to do for a buddy of mine. I don't have a great deal of money to invest, and am curious as to what cost you think would be associated with a project such as this, as well as a time frame.

All insight is welcome. Thanks for your time!
