Hitbtc is not safe as of now , some traders account got locked and others are still waiting for thier pending withdrawals.
My friend give a warning not to sell or buy coins on hitbtc.

There is no exchange sites that hasn't transaction fees for trading and withdrawal, but I don't have an idea on that hidden fees you are saying. I think no, no fee for just being inactive in trading. Those fees are our payment for their services and for using the site that could be use for the system maintenance and upgrades.
Smaller fees have Binance - join it and forget about HITBTC like nightmare!
