Avatars has been used to hack the forum using an exploit on them .

No, when the forum was hacked in late 2013(?) the changing of avatars was disabled. Anyone with an avatar could not change their avatar however theymos would remove avatars upon request.

However Theymos was able to fix , now everyone can use them even newbies no ?

newbies? AFAIK only full members and up are supposed to be able to wear avatars.

BTW so he even has the option to change it then? Or it will be there permanently because he is a member and he shouldn't have a avatar option, hence not being able to change it

Registered and added the avatar before they were disabled for a couple of months. Before the disabling, I believe everyone was able to have an avatar.
