its not about many active or anything .thats about date registered. now not allowed to set picture.
The avatar was disabled on October 2013 after the hacking incident occurred. Before that all registered members from newbie to hero member can freely change their avatar.

He already had an avatar. It's not related to his account position.

and when I go to change it in my profile, I see this message: "Changing avatars is currently not possible."
