If the ICO really regulated (since most ICO ask personal information due to KYC), surely you can report it to authority (even though each country have different regulation).
If the ICO isn't regulated or your country don't have regulation about it, all you can do is report to the ICO community with proof.

I think you have to have some solid proof to accuse anyone of anything. Sorry but "I think" doesn't mean much, what are your thoughts based on?

Mention it now so that we could know about it and spread the word...you can as well contact Websites that rate ICOs like ICOdrops, ICObench, ICOtracking, crownandsmith and many more not to list it, some youtubers like Ian Balina also review and advise on projects...we can keep fighting them in many ways including that
thank you for the information provided, now at least I know that I can contact the websites that evaluate the ICO

It really depends on your jurisdiction and on the jurisdiction of the ICO in question.

It also depends on their claims, if the token can be classified as the security, were there any future gains claims etc.

For example, if you are a US resident or the ICO is a US company, then there is a way with SEC: https://www.sec.gov/reportspubs/investor-publications/complaintshtml.html
and, in some cases, you can address it to FINRA: http://www.finra.org/investors/investor-complaint-center

You can also try this guide: http://theshareholderactivist.com/shareholder-policies-investor-regulations/how-to-file-complaints-and-report-fraud-to-the-sec/

In UK, in case of any tipe of financial related fraud, you shall address FCA: https://www.fca.org.uk/consumers/report-scam-unauthorised-firm

In Australia it is ASIC: http://asic.gov.au/about-asic/contact-us/how-to-complain/

In Canada there is a FAIR, yet they are not known for being too effective: https://faircanada.ca/investor-resources/consumer-investment-complaints-guide/

I mean more serious complaint . You could go to the scam accusation section of the forum and compile a report. https://bitcointalk.org/index.php?board=83.0

That's only as far as bitcoin goes but other than that notifying other communities would be useful as well. Like reddit crypto communities for example. Other than that, potentially notify sites that list the ICO that it scammed.
