Can you show us the error message? We only can speculate without much information.

If there aren't error message from Electrum, you should start electrum from terminal and share printed information on the terminal when you encountered the problem.

For reference sake, this worked for me on Linux Mint 19 (Xcfe desktop), as somebody already referenced below.

Code:
wget -q -O - https://raw.githubusercontent.com/LedgerHQ/udev-rules/master/add_udev_rules.sh | sudo bash

The udev rules don't exist by default (step 2), even if plugdev is already configured (step 1).

That link works fine for me: https://support.ledger.com/hc/en-us/articles/115005165269-What-to-do-if-my-Ledger-Nano-S-is-not-recognized-on-Windows-and-or-Linux-

When you are attempting to use Electrum, make sure that you do not already have Ledger Live (or any other Ledger related apps open). Otherwise you might get conflicts... as only one app can communicate with the device at a time.

Try shutting down Ledger live, disconnect the device, start Electrum, and then reconnect the device and see if that works.

This thread might be helpful: https://www.reddit.com/r/ledgerwallet/comments/72htp9/detection_issues_ledger_nano_s_linux_mint_182/

It says first to try switching out the cable for another one to check it's not that.

I've never used a Debian-based system before and I'm a little lost. Nothing seems to recognize the device, neither the Chrome app nor Electrum.
