it is a bit hard to understand what it is you are trying to do. since the link is saying "tutorial-how-to-rebroadcast-a-bitcoin-transaction" i think you want this:

if you have a tx which is already signed either broadcast it through your wallet or use any of these to push it: https://en.bitcoin.it/wiki/Transaction_broadcasting

What I mean is the biitcoin core client 0.14.2 says the transaction is "offline".  From my research that means it's "not in the mempool".  So the question is how to rebroadcast it.

I found this: https://bitcoin.stackexchange.com/questions/35886/bitcoin-qt-wallet-shows-outgoing-transaction-as-offline-0-confirmations and they refer to the "instructions" here: https://blog.[Suspicious link removed]/ but there are no instructions there. 

I can get the raw transaction.  What do I do next?  The transaction was sent with the latest version of bitcoin core.
