It depends, they could either attack it remotely using the same techniques hackers use, or they could just trace where the server is and storm the building, they've used the second tactic a number of times on filesharers despite them being in international territory. Very rarely do the Americans in particular respect a country's sovereignty, they'll usually either threaten, bribe or negotiate their way in but if it comes to it they'll just go ahead and invade the place without giving a damn.

Everyone hates them for a reason, there's also a reason behind why people call them out on them thinking they are the police of the world, you can't just randomly raid peoples houses and not expect to get backlash and the same goes for raiding other countries.

I still don't get it. I understand the charges and the arrest, even though it was in Spain (as the U.S. can issue an international arrest warrant), but how could they shut down the entire business and website if it they were based in Costa Rica?
