Yes, that is the idea.. but as we know, people find ways to get past that as #retprogramisto has pointed out. If you are a criminal, then you will find ways to bypass these requirements. It is just human nature for some people to challenge the system and Big Brother, because they know this system abuse their powers for their own hidden agendas.

Unfortunately criminals also use these methods to launder money and to hide criminal activities and that is where I want to draw the line.
Privacy/anonymity isnt criminal, it is a human right. Likewise anonymous simcards/virtual numbers arent illegal.

The bitcoin ATM offers an option to buy/sell without government ID (passport/ID card is only required for amounts higher than 2k/day). There is no problem to use an anonymous simcard or virtual number with the bitcoin ATM, you dont need to worry.

Means you can buy/sell up to 2000€ per day without government ID. You can use an anonymous prepaid simcard, use one of many burner phone number apps or use a virtual phone number paid with bitcoin.

You dont necessarily need a mobile wallet but you need to send a bitcoin tx to sell bitcoin, which requires a phone/laptop and mobile data/wifi.

Hey, I'm very new to this. I have a Trezor with bitcoins on it and I would like to cash a little bit out at an ATM in Utrecht. It looks like I need a mobile wallet to do that, is it possible to do it without that? I was recommended to do it this way and not use coinbase to keep my anonymity.

I think some of these Bitcoin ATM machines require your mobile number, because they know they can link a person to that phone. A lot of countries have strict regulations to link people's mobile phones to their person identity. It is just another method to force these KYC/AML
regulations onto Bitcoin users.

There are many different types of machines, so it is difficult to comment, without knowing what manufacturer this is. Does it ask for your mobile number or does it ask you to display your QR code for your Bitcoin address with your mobile?
