I found this post
https://bitcointalksearch.org/topic/cgminer-finally-loads-but-0-hash-rate-297650

I tried Zadig to install WinUSB driver (whatever that is), but under Windows 8.1, it returns the error "The driver installation failed."

What has to be done to get it to work under Windows 8.1?

Specs:
Samsung laptop
Windows 8.1 x64
Intel i7 quad-core
AMD Radeon HD 7670M

The laptop has switchable graphics and I configured CGMiner to use the Radeon.

I have setup CGMiner to mine StableCoin through coin-base.org/stablecoin/ pool

CGMiner is definitely running... but in coin-base, Hashrate remains at 0 and it says "no active workers".

How do I know whether it's working properly, or what's not working?

Your CGMiner hashing at 0 speed, and the A:0 means accepted shares 0
R:0 means rejected shares 0
