If you've tried it like a USB Riser check, power from / to GPU, move to another PCIe slot and then no change. Try, If you have another MB, you can try pairs of gpu on that mb.
yeah, I've tried that too...
moved to new mobo and still the same....when I turn the PC on, fans and led lights start to work, and then fans stop working and thats it...

yes, first of all you you did not clarify how it connected to mainboard, through PCI-e slot or through riser board?
cause it might dead riser..
but first what you have to check - it the gpu sits tight and all of cables are good and tight. ( so remove the card and insert it back gently)
then check connections to the monitor.   - if it is not help - then the best way to send it to service I'm afraid.

The harder your life is the more meaning it has.

Hey guys,
So my GPU stopped working.. PC can't detect it and when I put the HDMI cable into GPU, still nothing shows up on the screen. But It's almost new...just 2 weeks old GTX 1070 Asus Strix 8GB....When I turn on the PC, this GPUs fans start rolling and LED lights also start to work, but then everything stops....
I would like to know, whether that means that it is fully dead? is there a way to detect it? maybe theres something minor?

If the PCI E is healthy and it gets enough power from motherboard and 8 pin PSU cable it is dead if its new try requesting warranty.
