I am alive but in hibernation.
Might be a translator that know both Russian and English can fill up this gap.
But I think conversation might be in PM or outside the forum.  I  think posting on the others behalf will  not  be allowed in this forum and you do not want to post Russian when you do not know Russian.

Yes of course and it's not allowed according to the official unofficial forum rules.

But sometimes it also has some exceptions.( But I doubted this wasn't in your case)

I've typed in English on an Italian board, when it was a subject cared for. And I've responded in a Russian thread when someone was translating one of my threads. I deleted this post when it was handled.
In general: just don't do it. If it's only because they talk about you: let them.

If we ask users to comment in English in any English board, (otherwise it get deleted) it seems logical and normal to ask users to post in the same language of the section they are on. It's so logical that your topic is not needed to ask. If you don't talk Russian then don't post.

Haven't you heard of translators? But that's silly, here all or almost all don't know many languages, but communicate. Fortunately in the modern world there is the Internet and Internet translators.
Go to Google, type the translator and write in your native language, select the language you want to translate and it's done. I don't understand what the problem is not to answer in your abuser's language.
Yes, the translation is sometimes clumsy but that's enough.
I don't know if translation tools are an appropriate solution for this. In the past, to understand comments in the russian section I used a translation tool and in my own language this makes absolutely no sense sometimes. I would have chosen the same solution mday mentioned in OP, it should be possible for everyone to understand english comments. I don't know why it was deleted and I think if it was deleted because it was in english, this wasn't the right decision of the person who deleted it. Obviously mday wouldn't have responded if the russian OP hadn't mentioned his name, so I see no reason for deleting his comment in english...
In addition the misunderstandings caused by translation tools can lead to more problems, especially if the discussed topic is about an accusation...
