I think it's not advisable for OP to use exchanges like Bybit which do not allow US residents or citizen to trade through their platform. If they one day wake up and freeze or block any account they suspect to be used by a US Resident or citizen. Then the trader can only blame themselves for not heeding the warnings

OP please carefully look through the terms and conditions of the different exchanges you plan to use to avoid getting disappointed in the end

Some parts are even written in Caps which means this is a very serious issue

I find out that in the US I can use Kraken.com exchange to sell short XRP.  I heard that SEC allows the exchange still to list XRP in 5 years grace period.

I won't be surprised if those exchanges started delisting XRP. I'd rather avoid XRP atm. Yesterday might be the best time to short it, but right now it's too risky imo. One thing that's clear though, XRP is going to get hit really hard after SEC charges them with those lawsuits.

With the price of Ripple now, I don't think you should short it.
OP's reaction is normal after the SEC has finally announced that they'll file a lawsuit against Ripple. Exchanges are likely to stop the trading operation for all of the XRP pairs one by one.
Binance.us would be the best option. I haven't seen any news from them or a hint that they'll be stopping the trade for XRP due to this incident. OP has seen the quick dump that's happening in XRP today.

As far as I know, there are only few exchanges that allows you to short XRP which includes the following

I am not sure though what particular state you are residing in U.S because I think that some location in your country are blocking Binance exchange operations but you can check all the other exchanges that I have mentioned. Moreover, be careful when you are trading XRP.

With the price of Ripple now, I don't think you should short it.
