What is the total amount of fees from Credit Card > Qiwi > BTC-E?

1. Credit card to QIWI: payment transaction fee: from 0% up to 0.75% depending on the service provider;
2. QIWI to BTC-E: 2%.

Please notice that you will need to change RUR to USD or RUR to BTC in the BTC-E exchange. But the USD/RUR price in BTC-E is higher than the real USD/RUR price. Also, the BTC/RUR price is higher than the BTC/USD price.

For example, the current price of USD by the Russian Central Bank is 30.93 RUR. And the current price of USD in BTC-E is 35.27 RUR.  
When you add money to QIWI from your credit card, money will be converted from USD to RUR by the Russian Central Bank price. And when you exchange rubles to USD in BTC-E, you will buy USD by the BTC-E pricing.

Another example for buying BTC for rubles. The current BTC/USD price is 97.9 USD. But the current BTC/RUR price is 3489 RUR.
3489 rubles is 112.8 USD by the Central Bank price. So, to buy 1 BTC you actually need to pay 112.8 USD + 2.75% fees for depositing your BTC-E account.

Too much. They also don't accept online credit cards, they accept credit cards from certain terminals in Eastern Europe
You could try bank card, dunno if it works with N. American networks https://visa.qiwi.com/card/replenish.action?paymentModeType=CARD but keep in mind giant Interkassa fees.

also, looks like registration is messed up...

I assume that's what happens, their site (lilion transfer) is a total abortion I have no idea why they made it so complicated. Should also click 'delays' to see if you can buy instantly, sometimes btc-e is sold out.

There's also the good ol' Okpay account to fund with money transfer through contact-sys/moneypolo or your own bank wire

You can create a QIWI wallet and deposit your BTC-E account using it.

QIWI is a Russian payment system, but they have English interface. You can deposit yout BTC-E account using the following steps:

1. Create new QIWI wallet here: https://www.qiwi.com/
2. Add your credit/debit card to the qiwi wallet
3. Transfer money from your card to your QIWI wallet. Money will be automatically converted to rubles (RUR/RUB).
4. Deposit your BTC-E account with rubles.
5. Buy Bitcoins or dollars using BTC-E exchange.
6. PROFIT!

You can withdraw your money from BTC-E to QIWI also.

That is very handy to know. Although the site is down for me. Is this a usual occurrence?

god fucking dammmit. This is not me. I have been hacked, any activity that has been logged in the past 8 hoursis a hacker. they asked multiple members for 10+ btc loans because funds were "tied up" in gox. I never have or will use gox.

BTC-e is made by russians who will steal your coins

They already stole mine! Deleted my account with 21 LTC in it. Ignores all my emails. Thank god i had nothing else

Ok seems like all the funding options are some local russian ones.
Even webmoney is now removed as an option.
Everything else there i haven't even heard.
