Just follow their all social media accounts and join Cardano Official Telegram Channel. There will be every information regarding new projects. Join this official Cardano Telegram Announcement Channel: @CardanoAnnouncements. Must follow their twitter for getting more news.

could you link the cardano community pages ?
Whenever you want to join a project community on social media platforms, the best thing you can do is to visit their official websites. In this way, you can be sure that, the pages you join are not fake.
You can also use Coingecko or Coinmarketcap for finding the official website of a token/coin and their official social media pages.

How would you go about finding new projects starting to build in cardano as smart contracts roll out?

Any help is greatly appreciated.
if you don't know cardano yet i suggest to check it in coinmarketcap..because to be honest i don't  know what you talking about.. Indeed cardano still staying at the current rank. If you're saying there's another project building cardano itself.
Well we need to see a proof of if they all have chance, indeed mostly nowadays are copy paste, so we need to be aware in my personal opinion to assure our investment were really safe.

You can follow their social accounts and get updated every time there’s a new project under this network because they’ll post it ahead of time so investors can validate and analyze the project before they invest. ADA is a great network but I’m wondering why there’s still no big demands for this compare to other network.

Cardano (ADA) is one of the coins we must not take for granted. It has a robust foundation taking time to mature in its features. Today, Cardano is the 3rd in Coinmarketcap, overtaking Binance coin, Tether, XRP, etc. Cardano has a layered architecture that facilitates smart contracts, just like Ethereum. The platform is both adaptive and scalable without having to compromise security. This is a coin to watch! It could outperform Ethereum in the near future!

You can join in the cardano's social community. I thought that the cardano supporters will always be sharing the information about what kind of project that will be coming to the cardano soon.
You can also try to see that based on the some icolist site just like icodrop and cryptorank. Both were always getting latest update about the upcoming project that will build in the various blockchain.
In my opinion if joining in the cardano community should become the best way.
